The Rio Grande City Economic Development Corporation (EDC) is pleased to announce the appointment of Rosbell “Ross” G. Barrera as its new Executive Director. Mr. Barrera brings an extensive background in administration, community engagement, and project management to the organization.
“We welcome Mr. Barrera to the team,” said Mayor Gilberto Falcon. “His experience and dedication to Rio Grande City make him a valuable asset as we continue to drive economic development.”
As the new Executive Director, Mr. Barrera will continue the EDC’s mission to pursue new economic opportunities and encourage investments to increase employment and wealth in Rio Grande City. His leadership will be instrumental in furthering the development of critical infrastructure, regional competitiveness, and other vital initiatives.
“I am honored to join the Rio Grande City EDC and serve the community I deeply care about," said Mr. Barrera. “Rio Grande City has a rich history and a bright future. My goal is to build upon the strong foundation already in place and work collaboratively with city leaders, business owners, and community members to ensure the progress and prosperity of Rio Grande City.”
A retired U.S. Army Colonel, Mr. Barrera has a distinguished military career and has been an active figure in the Rio Grande Valley community. He previously served as the Veterans Service Officer and collaborated with the University of Texas Rio Grande Valley’s Community Historical Archaeology Project with Schools (CHAPS) program on restoration efforts at Fort Ringgold.
Mr. Barrera succeeds Sara M. Hernandez, who served as the Interim Executive Director since February 2024 and has been appointed as Assistant City Manager for the City of Rio Grande City. The Rio Grande City EDC extends its sincere gratitude to Mrs. Hernandez for her leadership and contributions.
